During the national celebration period, on 14 November, a special and symbolic event took place in Višķi Parish, Augšdaugava Municipality — the launch of construction for a new type of senior home, marked by embedding a time capsule into the building’s foundations.
The capsule contains Rūre’s message to the future, project sketches, the local newspaper and coins with Latvian symbolism — a tribute to today’s values and hopes for the future.
The ceremony was attended by the leadership of Augšdaugava Municipality - Deputy Chair of the Municipal Council Jānis Proms and Executive Director Pēteris Dzalbe. At 11:00, the event was officially opened by the project client, Kristiāns Dāvis, Head of SIA Magnum Social & Medical Care. This was followed by speeches from Deputy Chair Jānis Proms and Artis Dzirkalis, Chairman of the Board of CMB.

Project No. 3.1.2.3.i.0/2/24/A/CFLA/010, “Development of a Family-Like Care Service for Seniors in Augšdaugava”, is being implemented with the support of the European Union Recovery Fund, in cooperation with the Central Finance and Contracting Agency. The aim is to offer an alternative to traditional institutional care facilities, providing a community-based care model. Seniors will live in small homes designed to resemble a family-like environment, maintaining independence and dignity in daily life.
Three buildings will be constructed within the Augšdaugava project, each offering a home for up to 16 seniors — 48 residents in total. Construction will be completed by 30 June 2026, and the total project budget is EUR 4,910,000, of which EUR 3,819,609.15 is funded by the EU Recovery Fund.

It is important to note that this is only one of four parallel projects currently implemented by SIA Magnum Social & Medical Care. Similar family-like senior homes are being developed in Olaine, Talsi Municipality, and Liepāja. Each project includes the construction of three buildings, providing new, modern living spaces for seniors throughout Latvia. The opening ceremony gathered municipal representatives, construction partners and the local community, symbolically marking a new stage in the development of senior care in Latvia.
